Before Kvatch was destroyed during the Oblivion Crisis of 3E 433, Skingrad seemed to have been the third largest city in Cyrodiil. Now it is undeniably the second largest city. In addition to its size, most of the people of Skingrad seem to be very wealthy, many with large houses. However, on the chapel side, many people appear to have run down homes. The city castle rests on a hill above the rest of the city. Skingrad is one of the only two cities in Cyrodiil with the castle outside of the cities walls. Most of the city can be viewed from the bridge.
Skingrad has, for as long as anyone can remember, had a large concentration of Vampires in the vicinity. This is the reason why every house has Garlic Clusters hanging on their doors and windows. Ironically, the Count is a vampire himself, although that is no secret as he has ruled Skingrad for several centuries. The people of Skingrad are fiercely loyal to Count Janus Hassildor, as he was for a very long time very reclusive, although a skilled ruler. In the last two hundred years however, Count Hassildor has fielded to battle alongside his guards to protect the city with his renowned magical skills. He has maintained a prosperous city despite constant tribulations for the entirety of the Fourth Era. Vampire Hunters, including the Dawnguard, have attempted on several occasions to kill Count Hassildor, but were met with the entirety of the Town Guard and quite a bit of the adult citizenry and were told that Count Hassildor "is absolutely not a Vampire. He is merely exceptionally healthy for his age. Keep that in mind as you return home."
Unusually, every building excluding Castle Skingrad has reinforced doors, although this may be due to the events of the Oblivion Crisis in conjunction with the Aldmeri Invasion.
