Hammerfell was once divided into two factions; the Forebears which were descended from the Yokudan military class, and the Crowns which were descended from the Yokudan noble class. After the Aldmeri Dominion attempted to invade Hammerfell and were put to a stalemate by the Redguards, the Crowns lost all semblance of authority, resulting in the Forebears becoming the driving political force behind Hammerfell. The land of Hammerfell is now ruled by the ten Grand Lords of Hammerfell, one for each city and one for the battlefield known as the Grand Warlord. As of now, the Grand Lords of Hammerfell are Lord Azzadal, Lord Namasur, Lord Razelan, Lord Soscean, Lord Vilamon, Lord K'avar, Lord Vhosek, Lord Shadr, Lord Talib, and Warlord Kematu.
Grand Lord Azzadal, ruler of Dragonstar, was appointed to his position after returning home the ears of over 800 Altmer. Since assuming power, he has turned the once comfortable city into a fortress that makes the Imperial City seem insignificant. The citizens have been evacuated to other cities at no cost to themselves and were transported via armed guard to their new homes. Since then, the city of Dragonstar has secretly been filled to brimming with Nord, Breton, and Redguard soldiers and is used for nigh-constant training, molding the average man into an efficient fighting machine. Dragonstar was since named the capitol of Hammerfell, and of the Alik'r Republic. When there is an official meeting of the rulership, all of the Jarls, Grand Lords, and the King of High Rock convene at Dragonstar to discuss matters.
Grand Lord Namasur, ruler of Elinhir, was appointed to his position after his family, native to Elinhir for many generations, produced nearly enough armor and weapons on their own to arm the entire Hammerfell military during the Aldmeri invasion. As head of his family, Namasur was named Grand Lord of Elinhir and has since ruled with a fair and even hand. By order of the Grand Lords, the citizens of Elinhir were evacuated except for soldiers, blacksmiths, bowyers, fletchers, and battlemages. The empty space was swiftly refilled by soldiers and battlemages, providing a staunch defense, given Elinhir's close proximity to Cyrodiil. The city is used primarily to mass-produce high-quality weapons and armor for the use of the Alik'r Republic.
Grand Lord Razelan, ruler of Gilane, was appointed to his position after predicting that the Aldmeri would attack both by land and sea, and demanding that the Redguards shore up the defenses of Dragonstar, Elinhir, Stros M'kai, and Rihad. Almost as though he had sat in on the Thalmor strategy meetings, they attacked each of those four locations and found them well fortified. Razelan was integral in making the Redguard military stalemate the Aldmeri Dominion, driving them back out of their borders. Since taking control, Razelan has been funneling refugees from the military cities into Gilane and shoring up their walls. Barracks have been erected outside the walls and are inhabited by the soldiers. Grand Lord Razelan is also the Lord Tactician of Hammerfell.
Grand Lord Soscean, ruler of Helgathe, was already leading Helgathe prior to the invasions and served admirably on the field of battle. Perhaps not as noteworthy as the other Grand Lords, but he is known for doing things right and well. Traditionally, his family are merchants and traders, and he has taken charge of supplying and directing supply trains and caravans to provide comforts and necessities to the soldiers. Helgathe has become somewhat of a farming city, using magicks which many Redguards disapprove of to allow the plants to grow. As such, Helgathe has swiftly become quite wealthy due to frugal use of resources, clever use of greenhouses, intelligent use of alteration magicks, and even more frugal business practices.
Grand Lord Vilamon, ruler of Rihad, was appointed to his position for his successful attempt at leading the stalwart defense against the Aldmeri invasion against Rihad. Since assuming his office, he has shored up the defenses of Rihad and primarily closed the ports for trading vessels. Only military ships dock there now, willingly or otherwise.
Grand Lord K'avar, ruler of Sentinel, was appointed to his position for personally severing the heads of four Thalmor generals during the Aldmeri invasion. Appointed to Grand Lord of Sentinel, he recommended the capitol be moved to Dragonstar once Skyrim and High Rock had been brought into their alliance, and was the driving force behind that transfer of power. Sentinel has since been used as a refugee home, where displaced Redguards can come and find work and a safe home. The walls are high and number of soldiers inside the walls are higher, resulting in a tense but safe location for the residents to call home.
Grand Lord Vhosek, ruler of Skaven, was appointed to his position after skillfully dispersing his forces without request to important locations to provide reinforcements for the strained Redguard military forces. For his wisdom he was placed in charge of the city of Skaven and named Grand Lord. Since his assuming the office of Grand Lord, Skaven has been used as a trading and travel hub, and has been working on establishing predefined roads through the Alik'r to ease and expedite travel for soldier, merchant, and civilian alike.
Grand Lord Shadr, ruler of Stros M'kai, was appointed to his position for deftly leading the naval defense of Stros M'kai when the Aldmeri warships encroached upon the island city. Deftly and cleverly slinging orders to his crew and his fleet, he outmaneuvered and outfought the invading elves, sinking them to the bottom of the western sea. Since assuming his position, he hasn't changed much about Stros M'kai, having been quoted as saying "Stros M'kai has long been one of the most powerful defensive locations in Tamriel. It has never fallen, and I assure you that that legacy will not change as long as I command her fleets." That quote is derived directly from one of Grand Lord Shadr's journals which was stolen. The book has vanished but the words remain.
Grand Lord Talib, ruler of Taneth, was appointed to his position for bravely, or stupidly, using a sandstorm as cover to attack the invading Altmer at Rihad successfully. Completely routing the invading Altmer, he was awarded many honors and titles and was also witnessed being beaten mercilessly by his wife as she screamed that he was an idiot for riding into a sandstorm. Since assuming his position, his bruises have primarily healed, and the security around Taneth has tightened into an almost impenetrable barrier due to it being the second line of defense against invasion.
Grand Warlord Kematu, ruler of the Alik'r, was appointed to his position for riding solo through a group of routed Redguards and personally defeating an entire contingent of Altmer. Hailed as one of the mightiest heroes in Redguard history, Kematu was named Grand Warlord and placed in charge of the Alik'r Republic's forces as Grand Warlord and Lord General.
